Use PHP Mail as a notification to you or your team for errors and such. A lot of hosts will kick you off if they find you doing stuff like that especially if you are on a shared server due to the risks to their other clients on that server. Whatever you do, please do not send emails from your server to users of your website. Bulk mail services don't typically like to do transactional emails because it costs them more to send a single email than it does for them to send 50k emails (proportionally speaking). What you are referring to is a transactional email. They do bulk emails and transactional emails. They are much cheaper than Constant Contact, Mail Chimp, etc. I am not a rep of Mad Mimi, but I have used their service for the past 10-12 years with very little problems. Mad Mimi doesn't charge for multiple emails to the same address, but they do price their service at the number of unique email addresses you sent emails to that month. You can send emails via an API like you need to, and you can determine the template, or you can send your HTML along with the API request. There is a free tier, but the service is fairly cheap. Also emails sent directly from a server often hit a higher spam score and end up getting caught by filters or end up in the junk mail folder. A regular expression, commonly shortened to regex, allows you to create patterns for searching and matching strings of text. You absolutely don't want that to happen because then you will have trouble sending anything to anyone. If you want to have more control of the email validation process and verify a wide range of formats for email addresses, instead of the Apache Commons Validator package, you can use a regex string. The reason that you don't want to send these types of emails from your server is because once enough people report your emails as spam, your server's IP address will be blacklisted from email servers.
